I think Mebane's point is that while Carson might not have had legal issues, the jury was still out on whether he was an ACC-caliber player.

Only one player had legal issues: Melvin Tabb.
Tony W and JT, like Ty, had issues but would have been allowed back.
Others have substantiated that Tony C was gone regardless because of his family situation.
Carson, Anthony, and Ari all transferred for non-legal reasons.
So, one player transferred as a direct result of his legal problems. The other six did not.
ETA: All of these guys at the times of their transfers (with the exception of Anthony Fields) were contributing rotation players in the ACC, making them as ACC-caliber as anybody contributing on our roster now.
