I think you could argue we started this trend in 2006, unfortunately some where along the line we got kicked out of the club.

It's both. And sailor is on the mark for both. Hatch's plan hasn't moved us up the US News rankings.
 
So depressing to see this article and not even get a shout out. Cue the Charlie Brown sad music
