Even just hearing the 'practice' EAS announcement made me feel really anxious. I can't imagine the chaos that would ensue from that type of message.

Not sure about chaos. Human instinct would be to shelter down with loved ones and die.
 
I wonder if the NSA has the capability to broadcast EAS-style announcements via computers.
