And it's not just the State Department either. Many departments that serve national security interests are suffering under the Trump administration.

President Trump is considering creating a private network of spies that would be controlled directly by him and his CIA chief, according to a report.

The alleged proposal comes in part from Blackwater founder Erik Prince and would be separate from existing intelligence agencies in order to counteract the supposed “deep state” in the national security apparatus that is opposed to the commander-in-chief, sources told The Intercept.

People didn't like Saddam Hussein, but he was a very smart guy. So smart. He had his own spies and military he could trust. None of these activist government agents that are pushing this Russia fake news. So we're going to have our own Republican Guard.
 
The private spy force story isn't getting much airtime in the press and it was also published by the intercept which some believe has some questionable motives.

That being said - let's say it's true for discussion. Is a move like this even legal? Would Congress allow it?

Are you suggesting this United States Congress would say no to Donald Trump on anything? Most of the pubs on the Hill would lose their jobs.
