DD&T is also a firm run by Caputo's longtime business partner, Den Tolmor, who has now spent weeks working to produce the government's videos, said five people with knowledge of the arrangement. Tolmor was Caputo's client as recently as April 2020, compensating Caputo at least $5,000 per year to handle his public relations, according to a copy of Caputo's ethics disclosure form obtained by POLITICO. The two men also went into business together to launch a video streaming platform and other services in 2017 and 2018.

Two HHS officials said that Caputo had spent weeks extolling Tolmor's work, arguing that the Russian-born filmmaker — who had been nominated for an Oscar, but had no prior experience producing U.S. public health campaigns — would bring a fresh eye to the work and could execute Caputo's vision.

I don't think Constitution says the census has to be every 10 years and every 10 years only. But districting and such is every 10 years. So it seems like Dems could do a legit census but districts would be based on this census.

The taxpayer-funded plan, which was only announced two weeks ago and is being justified inside the White House and the health department as a test of the Medicare program, is being driven by Centers for Medicare and Medicaid Services Administrator Seema Verma and White House chief of staff Mark Meadows, the officials said. The administration is seeking to finalize the plan as soon as Friday and send letters to 39 million Medicare beneficiaries next week, informing seniors of Trump's new effort to lower their drug costs, although many seniors would not receive the actual cards until after the election.

The $200 cards — which would resemble credit cards, would need to be used at pharmacies and could be branded with a reference to Trump himself — would be paid for by tapping Medicare's trust fund.
