Victor Robles is 20 and was not on the Nats 40 man roster, and did not need to be placed on the MLB roster to be protected. Unlike minor leaguers that are already on the 40 man roster, the Nats had to place Robles on the MLB roster which means he has to stay on the roster for the next six years or they have to expose him to waivers (which they will not do); also, September time does count as MLB service time for free agent eligibility. The Nats were not planning to move Robles up to the MLB roster in 2017. The earliest that they would have done so would've been June 2018.

Would be one hell of a playoffs with "traditional" Cubs, Dodgers, Red Sox, Yankees, and Indians as well as the late season storylines with Harper and long win/loss streaks
Rhys Hoskins has slowed down a bit. Now at 16 HRs in 32 games. He is 6th in fWAR for rookies.
Also Nick Williams hit a walk off double last night. He's doing pretty OK too.
