Which doesn't make much sense in this context. If Franken steps down, he's replaced by another Democrat. What has the Democratic Party lost by this? There is no prisoner's dilemma.
I read his point as being broader than the state of Minnesota. Furthermore, if we are discussing state-level politics, the incentive to take the high ground in a state that is dominated by one party would be hard to find, I think.
