Basically.

A big part of the problem is you've got multiple sides who like to do thing they assume will create change but they can't connect it to votes and the power to actually get things done. Neither effectively counters the 24/7 persuasion work from the right that's bolstered by the ongoing influence of white male patriarchy, Christianity, and wealth.

You've got establishment Dems who like to fundraise and make deals. You've got the left who likes to organize. Neither results in consistently holding power. If progressives got over their disdain for electoralism and realized that the only reason anybody knows who Bernie and AOC are is that they ran for office and got people to vote for them. Republicans realize how dangerous AOC is. That's why attacking her is the core of their 24/7 smear campaigns.
 
Here's a good read comparing the success of Florida's $15 minimum wage amendment to Democratic failures in the state. John Morgan, the Florida famous trial lawyer who led the fight to get $15 on the ballot also led the medical marijuana amendment that got 71% in 2016.

If Democrats want to know where voters’ values are, 50% is a threshold to consider. Amendment 2 topped that mark in 33 of Florida’s 67 counties, nearly half, an accomplishment Democrats might never dream. Those included a whole host of places where economically struggling, frustrated, working people apparently voted in droves for Trump, and then voted to raise the minimum wage. In Charlotte County, voters went for Trump by a spread of 63% to 36% for Biden. Yet 52% of Charlotte voters said yes to Morgan’s plan to increase the minimum wage to $15 an hour. Polk County voters went for Trump by a count of 57% to 42% for Biden. Yet 57% of Polk voters approved of Morgan’s proposal.
Indian River County went for Trump by 60% to 39%. Yet 58% of Indian River voters said yes to raising the minimum wage. Flagler County voters also went for Trump by 60% to 39%. Yet 59% of Flagler voters said yes to Amendment 2. From Monroe County to Duval County, to Escambia County, to Pasco County, to Collier County, Trump won, and then majorities of voters said yes to raising the state’s minimum wage, a proposal no top-level Republican or Republican group would back. Amendment 2 even drew majorities in the region of The Villages, taking 56% of the vote in Lake County, 56% in Marion County, and 57% in Sumter County.

To be fair, the following tweets fill the picture in a little more that the ultra wealthy used him and his base to get what they wanted - money, power (senate and judges) - and are ready to dump him as his usefulness is waning.

Not wrong but after hearing the bob Woodward tapes its clear trump is not as dumb as some ( I ! ) thought. He understands why he does stuff but is still too dumb to do the right thing.

it won't be biden's fault nothing gets done when the dems don't have the senate

this is the democrat dream scenario, they have just enough power to try and help but not enough to get it done
