They should charge every person with conspiracy to commit sedition as a starting point for plea negotiations. This charge should create a long-term probation with any mess ups causing the max sentence to be implemented.
If each of them are faced with twenty years in federal prison, they will give up those who committed violence. With that hanging over their head, I would guess they wouldn't try much of anything again.
