On your second, there are probably some politically disinterested young people who would be moved to a favorable opinion by legalization.
Yeah. Good point. That would move the overall numbers.
A lot of what we see as political shifts are largely demographic shifts in race and size of age cohorts. For example, something like 55-60% of white people have voted for the Republican candidate (or Pub + Perot) in every presidential race since 1980 except Reagan getting 66% in 1984.
