It's not impossible, just less likely that you'll be right than it is that you'll create a derailing narrative that distracts from actual mafia members. The focus should really be on finding civs than mafia this early in the game.

I'm not actually explaining this to you because you have played this game about a decade longer than me, but I have to get my TAKE out there somehow
