Going back to Bush, isn't increasing capital requirements a regulation? Wouldn't that count as costs of compliance?
 
What is Presidential material?

Something where there is less polish and more substance. Usually the final candidate is a bit of a compromise and the most presidential of candidates are flushed out in the primaries. The ideal candidate has a lot of both.
 
I have a tough time believing none of these candidates would bailout Wall Street.
 
The GOP is that kid in 7th grade that didn't yet have a fully-developed brain and felt that he had to pick fistfights with everyone during recess.
