A lot of that is holdover from Trump's MPP policy and the Biden administration trying to sort that out. I don't think they are handling that perfectly, but it's a mess to try to undo. A lot of private funding is needed immediately to bridge the gap until the gov't can fund a solution.
Biden is expected to sign the PD today, but from what I'm hearing may keep Trump's all-time low ceiling of 15,000 in place. He would include regions that had been previously excluded under Trump.
Very disappointing after his earlier rhetoric, EOs, and campaign promises.
