Is the game final after 90 minutes and both teams get 1 point plus the winner gets the bonus for advancing or does a winner in extra time get the full 3 points and a shootout counts as a draw or does a shootout winner get the full 3 points?

There are no points. Winner moves on, loser goes home.
If tied after 90' and stoppage, they play two 15' halves of extra time. If still tied, then penalties.

Winners in extra time count.

Matches that go to penalties count as draws -- winner of the shootout gets 1 extra point + the bonus point for whatever knockout stage (R16/QF/SF/F) they won.
