It is my understanding that the AD's department asks the coaches to do that at there season ending meeting with the AD, he then says no or yes like he did with Coach Grobe this year. One would have to feel that he will say yes to Bzz this year also.
I'm not disagreeing that you have heard this, but I would be floored that a coach would be expected to offer his resignation at the end of each season. I can't imagine that is common place in the industry.
