God was on Colorado's side that season. That was the 5th down season. Bill McCartney did a lot of prayin' that year.

honest question- is that how forward progress is supposed to be marked if the player hasn't established possession (i.e. foot down in bounds)?
 
Where the ball is when it becomes dead by rule. In this case, when his elbow hit the ground.
