That's a shame but I imagine most of the voters don't look that far in the stat sheet.
Kinal's career records are more than just bad team records. It's hard to start as a freshman and keep your job for four years. He did it. Even Plack didn't start out of the gate. He had to win the job in a competition with Eden's Steve Hale.
Kinal was penalized for being so good at eliminating returns and hitting effective punts, not necessarily booming punts.
What sucks for him, is that gross isn't supposed to be part of the criteria. Because Ray Guy "revolutionized" the way punting was done (with hang time, instead of "coffin corner"), it's a shame they still included gross on the stat sheet. All the other criteria try to encapsulate the effectiveness of the punt, rather than "how far did you kick it". While I believe gross should be part of any punting award, that's not what the ray guy award is, so he was screwed a little there.
