I think Marvel was smart to make Cottonmouth a different character than Fisk or Kilgrave. Those two were puppet masters, obviously in different ways. Cottonmouth is trying to uphold a family legacy and hold together control over a neighborhood. In some respect, Luke Cage flips the script. Cage is the all powerful outsider trying to "take over" the neighborhood and Cottonmouth and Mariah are trying to protect it. There's more depth to their story along with a good performance from Shades. Regardless, Cottonmouth's characterization will make sense soon enough and the payoff is well worth it.
I do agree they killed off Pop way too early. I'm not sure how they handle the Chico and Tone story beats or get the tension of Pop's funeral if the death happens later. There's a lot of story in here.
Another thing I really like about this show is that it's more grounded in both the real world and MCU than Daredevil or Jessica Jones. From the outset, they tell you it takes place in Sept or Oct 2015. There's so many references to real people, real places, and real events that it feels like real Harlem, but at the same time, there's crossover with the other Netflix shows, the kid hawking DVDs of the events of The Avengers. Don't think anybody has mentioned Hulk vs. Abomination in Harlem though. I thought that would have been a good catalyst for Cottonmouth and Mariah to gain power in the rebuilding.
