It's actually a metaphor for capitalism. Give someone a costume and bucket. Let them do the work, give them a few pieces of candy and take the rest.
 
Halloween is a really nice pretty socialist holiday actually. Houses give out candy based on what they can afford, and kids go to doors for candy based on what they “need”. End result, you get to know your neighbors and strengthen your community. Hooray!

I bet it's a mix. I'm sure the writers, producers and some of the actual journalists know it's mostly bullshit.
