If I lived in DC and knew servers were getting minimum wage plus tips I'd probably cut my tips to 10%. Probably drop bartenders down to $1 per drink.
 
seems like we should definitely increase the minimum wage so we can scuttle that tax-stealing cash economy. i'm tired of my tips going untaxed

It seems basically every major chef in DC is against the bill (so, they are for keeping the status quo).
 
yeah, they hate FICA taxes and worker's comp insurance, too.

i'm assuming the 'major chefs' are restaurateurs or partial owners in this discussion. who's determining the wages here?

Exactly. Every person I know who works at a restaurant (and every restaurant I've been to recently) are vehemently against.

which is weird, because there have been so many articles in the past couple of years about the need to eliminate tipping, with some chefs going ahead and doing so by either just paying a living wage and baking that into the costs or charging a service charge with your bill.
