Literally how hard could this be?
Around 1700 precincts, assign a district manager to be in charge of collecting the numbers from 25 precincts via call, text, email, or some other messaging. So like 68-70 people. They they plug that info into a already created larger spreadsheet/database at IDP HQ. Once finished send a draft to all the precinct chiefs to review their individual precincts numbers to ensure accuracy, then release the totals.
Send the precinct paperwork in and check against the released numbers the next day, which is what they are apparently doing now that the app/system failed.
