I'm speculating based on the comics. Nobody knows how Marvel plans to translate those arcs to film. But Hemsworth and Evans aren't going to do this forever. I specifically think the Bucky Barnes becomes Captain America angle is possible. No idea what they do with Thor...could always get Beta Ray Bill.

Or just reboot with fresh actors. After they finish Phase 3 they'll be over a decade from Iron Man 1 (2008) which started it all. That's a reasonable time for a reboot. If they want to tie it together, they can use Doctor Strange to do some magical mystical space-time continuum alternate earth nonsense and BOOM all the Avengers suddenly look like whoever the hot young actors are in 2021.
Marvel doesn't seem to be that interested in casting young actors overall. Chadwick Boseman is 37. He'll be 40 when Black Panther comes out.

I don't see Marvel doing reboots. I think Marvel will try to keep this continuity going as long as they can. If they ever re-cast, then your second scenario is plausible.
i hope marvel does not go the reboot way. they should just keep telling stories with a different actor. no need to ever do a captain america origin story again. just tell a new story with a new actor. if this string of marvel movie successes tells anything it's that your audience does not need to be talked down to (or reminded that spidey was bit by a radioactive spider) because it's a comic book movie when the stories are good quality.
Of course they'll do reboots. Downey is not going to play Iron Man when he's 75, but Marvel sure as hell will still want to print money off Iron Man movies. The only question is the timing. We might get a few years of The Inhumans and Guardians of the Galaxy after Chris Evans and Hemsworth and Downey quit, but the Avengers will be rebooted with new actors at some point in the next decade or so.
Truth might be somewhere in the middle. Marvel, specifically Disney, cares a hell of a lot about capturing young fans.
That's why Disney signed a deal to put all the Disney, Pixar, and Marvel Studios movies on Netflix. Junior can stream all the Marvel Studios movies on a tablet and know everything there is to know when Captain America 8 comes out.
The other thing I think this confirms is that Marvel is preparing for a world without Captain America and Thor. Civil War and Ragnarock both end with the death of those two characters. Feige and Marvel seem poised to make the Avengers a very fluid thing that is constantly changing based on the the events of these movies. Each solo film will have consequences in the greater MCU.
