Replay showed he didn't. He was covered by #70 who did report. So pick'em fouls. Illegal touching or ineligible downfield.

He wasn’t covered was he? He was end man on LOS

If not you are right and it would have been an illegal formation penalty anyway

what’s the purpose of having to report for eligibility?

why isn’t it just based on where a guy is in the formation?
 
In other words defenses get to key off of jersey numbers, thus any time an offense wants to make a non-eligible number eligible, they must declare
 
but why?

if you’re on the end of the line or in the backfield then you should be an eligible receiver, who cares what number

defense should be responsible for monitoring that

that sounds chaotic for refs and players, but would add an interesting twist for defenses
