Hard to tell from excerpts, but it looks like BU had a poor process for Title IX compliance and has for years. Not really surprising, as it seems to be the case with a lot of schools. Judging from the recommendations, it also looks like there was a poor communication process in place between the Waco and Baylor PD. What kills Briles is that members of his staff knew and didn't report it further. Of course, they aren't trained to handle something like that either. Curious about the retaliatory incident mentioned. That would seem to be the last straw.

In the short term, that is up to Baylor. If Baylor agrees to immediate eligibility for anyone that wants out, the NCAA would not block it in this situation. If Baylor wants to resist transfers, doubt the NCAA would act quickly enough to address and resolve the situation to allow immediate transfers.
