Based on the methodology, much of that could be explained by people going back to school to get an advanced degree and/or staying in town after getting a degree. All of the Top 10 have PhD granting four-year universities. Some have several. I think only Huntington does among the Bottom 10.
 
Very weird that a low population density state in Alaska has such high STD rates, especially one with the highest percentage of men.

If there aren't many holes to fill, those holes get filled with STDs. Makes sense to me.
 
Interesting how many cities are close to their fellow most conservative or liberal city in a neighboring state.
