I found this assertion most interesting -- Before the Affordable Care Act, health-insurance policies could not be sold across state lines; now policies sold on the Affordable Care Act exchanges may not be offered across county lines.

The reason this person can't keep the coverage is the insurance company pulled out. If United stayed, the coverage would have been in place.
clearly the policy she had far exceeded the minimum coverage. It was united Health's decision that cost her the policy.
