It said it right there in the article, "Over the course of a decade, Syracuse University did not control and monitor its athletics programs," the NCAA said in a statement, "and its head men's basketball coach failed to monitor his program."

There's no other way to describe what happened in Chapel Hill. Either it was criminal lack of monitoring or it was complicity. Either way, they should get stomped.
