RTQ,a few thought for you on the lawn. The poster above who said to use a very shade tolerant grass variety is really on to something. Your lawn is way, way shadier than most grass likes.
Second, from the pic, the ground looks like it is pretty hard packed (high clay content????). It should be loosened up so the grass roots can grow through it, and quite possibly amended with compost, top soil, or other organic matter rich additive. Rototilling, or at least raking to loosen up a few inches will help. Of course,if you already have seed in the ground, don't do any of this. If the seed you just got (and may have planted) doesn't do well, then the forgoing will help a fall planting of the shade tolerant grass seed.
Also, get your soil tested by your local agriculture extension service. Just tell them you want the recommendations to be for growing turf grass.
