Forgiveness is generally not offered unconditionally. The offending party is obliged to offer genuine repentance (in this case apology) before forgiveness is offered. Let the POS issue a genuine apology for his delusional actions, and then my all means he can be forgiven. But because Elrod was so delusional in believing he was harmed and was justified in his vengeful behavior, I doubt he has changed at all, or come to grips with his actions, until he apologizes.
Forgiveness usually follows contrition and atonement. That is the one who did wrong acknowledges that mistake, apologizes for it and does what he/she can to make things right, insofar as possible. Then comes forgiveness. If the person who did something chooses or refuses to acknowledge that the act was bad or had a bad outcome, then forgiveness doesn't really enter into the picture.
