Does it strike anybody as strange that our main way to combat terrorism is to know who all the terrorists are?
It seems to assume the only people who would act against the USA are people who we know are part of an organization.
Seems like a strategy destined for a lot of unnecessary error on both sides.

well, first, i thought our main way of fighting terrorism was spending billions of dollars around the globe on humanitarian outreach. two, why is espinioge worse than an aircraft carrier fleet in terms of dealing with enemies. and how else do you know how to defend yourself without knowing who your enemies are? and fourth? you guessed it:
