What a sad state of affairs that the two best teams in the league are Big East transfers...

I've said something similar a long time ago on the old boards, but to keep things interesting by preserving the maximum amount of rivalries, the two ACC divisions should be:

ACC Traditional: Wake Forest, UNC, Duke, NC State, Clemson, Ga Tech, Florida State, Virginia

ACC Big East: Boston College, Syracuse, Pittsburgh, Va Tech, Miami, Notre Dame, Louisville (and potentially a team to be named later).

Since Notre Dame is not currently a member for football, maybe you move FSU or Virginia into the other division to keep football balanced at seven teams each.
 
Divisions don't make sense for a 15-16-team league in basketball. You're either not playing some teams, having rivalry matchups which are essentially divisions within divisions, or playing everyone once which makes divisions moot, or playing 22 conference games.
 
I think your point is that 15-16 team leagues don't make sense.
