Nope. No way. Haven't you guys ever seen Mythbusters? Unless he had created a puddle which connected both himself and the rail, there wouldn't be any way for the electricity to reach the guy. Plus, even if it did somehow travel up his stream, as soon as he got shocked, his muscles would contract and he would stop, thus ending the circuit.
 
It's an article from the NY Post, so there is less than a 50% chance of it being accurate.
