No. The color of the shirt doesn't matter. Students don't really like to conform. Problem with football games is everyone is trying to peacock about with their own trendy clothes. For basketball you have the additional problem of basketball games, outside of a couple a year, aren't really viewed as "events". Students just come from whatever they were doing for a couple hours if they can be bothered to make it at all.
If we had colors that could more easily be incorporated into dresses, button downs, polos, and sweaters, we would be much better off with respect to the look of the student section.
Something that shocked me when I got to Vanderbilt was how many girls wear black sundresses to football games. I won't claim that the football team gets the best attendance in the world, but the girls you see around the tailgates and who go into the games, typically are wearing school colors. It seems like the schools are pretty similar in terms of demographics and psychographics so I'm not sure what the reason.
Right, but why? There's nothing fundamentally different about the student population at Wake and at Vandy. If there isn't something fundamentally different, then the school or some external factor must be guiding people's choice in what they wear to athletic contests. Wake isn't some aberration out in the world as a southern, private school with douchy students.
Girls all over the SEC wear school colors. Same with frat bros. Wake students just don't really give a shit.
Compare the demographics of Wake and Vandy to see if there's any key differences. My guess is that Vandy is just big enough compared to Wake to make it look better.

I wonder if Vandy is more southern than Wake. By that I mean, smart/rich kids from SEC country end up there. They know the culture before they arrive. They just carry that attitude/fandom/whatever over to black and gold, but that's just a hunch.
So other than winning what would you do to improve student participation in terms of showing up and wearing school colors?
The answer here appears to be "nothing, we can't be like vandy, so just wait until we win." Noted.
