And they have to do this because frequently when contracts are awarded, the companies who did not win the bid file protests for various reasons, most of which are grounded in open and fair competition claims. So this condition comes from private sector businesses demanding free access to the bidding materials. If you single-source the build, as is done in many war-time or natural disaster situations, competition disappears and you get the stories of $1,000 hammers start developing. Even if you create a situation to pre-qualify companies for access to top-secret proposals, the ones who do not win the bid will still have had access to the documents.
