It means the NRA will stand up for Jesse, Jr. to have concealed carry card. It's pretty obvious.
 
I didn't realize what a sterling record the voters of Illinois' 2nd Congressional District have had in choosing their representatives when I started the thread, but it is pretty impressive. Jackson replaced Rep. Mel Reynolds in 1995. Why did Reynolds have to go?

In August 1994 a Cook County grand jury indicted Reynolds on counts of criminal sexual assault, child pornography, and obstruction of justice. Reynolds denied having an affair in 1992 with his accuser--a 16-year-old campaign worker.

Initially, Reynolds managed to weather the controversy and retain his position in Congress, winning re-election to a second term with no significant opposition in the general election. . . . When a Chicago jury found Reynolds guilty of multiple criminal counts, including having sex with a minor and obstruction of justice, calls for his resignation among Democrats reached a crescendo. Reluctantly, Reynolds resigned from the House, effective October 1, 1995.

Reynolds spent two and a half years in jail for the sexual misconduct conviction. Later indicted and convicted on federal charges of bank and campaign fraud, he remained in prison until President Clinton commuted his sentence shortly before leaving office in 2001.

Reynolds predecessor was Rep. Gus Savage, who was beaten by Reynolds in a primary in 1992. Prior to that, he had his own troubles.

In 1989, the House Ethics Committee . . . investigated allegations of sexual misconduct involving a Peace Corps volunteer while he was on an official congressional visit to Zaire. The subsequent public report condemned the Representative's behavior but did not recommend punishment, citing Savage's effort to apologize to the volunteer. Covered widely by the media, the incident soured an already-volatile relationship between Savage and the press. Questioned by reporters, Savage said the "white racist" press had attacked him unfairly, asserting, "Black leadership is under attack in this county, and I'm the No. 1 target."

It will be fascinating to see who the voters of Illinois 2 pick to send to Congress next...

I figured as much, but thought I'd ask the question. I'm not going to touch this one again because the level of ignorance of weapons and the laws that govern them on this board is astounding, with the exception of a few people who know what they are talking about (like you).
