So there'd be no upfront fees if, say, Melo Eggleston wanted to sign with an agent?

Nope, a real agent would never charge anyone. That doesn't mean an agent would ever accept Melo as a client.

if you are a marginal or lower player, it is highly unlikely that any agent would take you on.

will probably create a lower tier market for new/mediocre agents who will play the quantity over quality game and sign most any player with weak representation
 
Plenty of agents will be willing to take a less than elite talent if it gives the agent an “in” with a sibling, relative or teammate who is an elite talent.

That is why I would like to see an NCAA registration system for agents. Not just a "program" certified agent. There might be conflicts of interest if schools had to certify agents, and a school didn't want to certify an agent that a player at that school wanted to use.

Also, if any school could certify agents and then they could rep players at any other school, there will be "school shopping" by agents looking for the easiest place to get certified. Not every school would have the same resources to put into vetting agents.

If the NCAA doesn't create a central vetting authority for agents, this new policy could be bad for the kids. Even good players could end up with unscrupulous people as agents because of weak vetting.

Had this been in place this Spring, it would not have applied to Doral according to ESPN. Their story is it only applies to those who were invited to the NBA Combine. If you weren't and stayed in, you would be out of luck.

It should apply to everyone.

That is one way looking at it. Another is the NCAA telling kids that if the NBA doesn't think you are combine invitation worthy, that is not even top 60 in the US, maybe you should reconsider leaving school early.

The "not invited" provision might also be dramatically altered (deleted?) between the floating of this trial balloon and actual adoption of a new policy about this.
 
It's likely some of it is covered by the CBA as it impacts eligibility.

Seth Greenberg had a good idea in that clip. If a player wants to come back to college and there's no scholarship, he can transfer anywhere with no penalty.
