Good use of resources.
 
I think it took that long to find something north Korea wouldn't copy in about a week. Apparently a good chunk of their economy is built on counterfeiting.

Obama and the boys in DC must have run out of paper for the old design because they were printing too many of them and had to make a new one.

better to be sure the new design will make it tougher to counterfeit, especially in this day and age of much more advanced technology, which could have aided in the research taking longer. However I'm not aware of what they actually did and the only mention of the delay in the article was due to production issues.
 
Best bar joke in the early nineties when the last revamp happened:
