Yes, and Chinese are HUGE on lucky numbers. 8 is the luckiest, and people pay huge sums just to get a single on on their plate. To get every digit as an 8? You gotta have a LOT of pull with the local officials and a big ol' bag of cash.

Yes, Vad is all over this. 8 is the luckiest number and impossible to get. goes for phone #'s, apartments, etc. He or his boss is connected. Unfortunately, I fly back over next week. will keep an eye out for this guy.
 
Not sure what to make of the pictures. Looks like gangsters beating up gangsters. As somebody else mentioned, the dude with the wheels must have a lot of pull already. My guess is all factions involved operate under the willfully blind eye of local officials, who in turn get a nice kickback from what is on that table.

20% of Russia's GDP is corruption. It was 8% before Putin. i wonder if China can match that. That's a pretty large number.
