raising taxes or 'plugging loopholes' what's the difference?

Obama wants to raise taxes on high income earners a few percentage points. Romney wants to cut taxes - but plug loopholes, claiming it will actually raise revenue. He doesn't say what loopholes, so we have no idea who it will affect. But he claims Obama's few percentage points on the highest income earned will 'have devastating effects on the economy." Wouldn't it stand to reason that closing the loopholes - thus costing 'job creators' more at tax time - would have the same devastating effect?

What's the difference?
