Meh.
I am the father of a 17 year old girl. This mom seems very afraid of men and the world.
Here's my take: The type of confidence and security and self-image this mom wants her daughter to have is "taught" through actual effort and achievement in shit. I get the feeling that this mom is one of those "You go, girl!" mom's. Participation trophies and all.
With my daughter, I let her know that I will ALWAYS love her, no matter what. Might not love her actions or words, but I love HER. When she is awesome, I tell her. When she is being a douche, I tell her. When I am being a douche, she tells me. When she accomplishes something, we celebrate. When she fails, I hit her with my belt...I mean help her get better.
The mom who crafted this list seems to be making life hard.
