What's your view of what PC is?

I haven't heard many cries from the Rust Belt condemning fellow-complaining-Rust Belters for being taken aback by being called dumb by those coastal elites. Isn't being PC just calling it like it is rather than kowtowing to any perceived social norms and virtue signalers?
