Not sure why NC is on the list. The explanation begins by saying NC is not top 10 now (ok, so what is the timeframe for this list?), going to a lower flat tax (oh, there's the dirty word!), and with "other changes to corporate and estate tax policy will likely move the Tar Heel State into the top half of the rankings in 2015" (top half is not top 10). Is this just flat tax hate?
