I doubt there is a strong correlation between being poor and being a bad tipper.

It is absurd to me that it is still $2.19 an hour, which is what I made when I waited tables 22 years ago. When people debate the federal minimum wage, it's like they completely forgot about tipped workers in the process.

IIRC, it was debated during the Clinton years when Congress worked on minimum wage, but they excluded tipped workers in the new mandates as a nod to restaurant lobbyists.
