The penalty flag

On Washington's non catch, there was a penalty flag at the two yard line. What happened to it? Who was it on? Did the refs just forget about it in the review process?

From where I was sitting it looked like a student either threw or drop one of the little yellow towels they've been passing out at the games this year. So I don't think there was actually a flag thrown but I could be wrong
