VA. TECH on lockdown

Was spotted by younger kids at a camp there. What is wrong with that place?
 
So 3 kids attending a camp reported a guy (walking towards the volleyball courts) with something covered by a cloth... The place (construction sites, etc.) is completely cleared.

How the university didn't lock-down after a confirmed double murder is something I'll never understand.
 
Any other reports? Last thing I read said they had not found anyone matching the description of the alleged "gunman."
 
Alert lifted, though there will be a continued heightened police presence on campus.
