A question- If you are a defender can you just stop playing and let the offensive player run by you to create an offside?
 
Kramer finally getting subbed off and his eyes look dead. He is out on his feet. Shambolic that he was playing in his condition.

Correct. But it's much more difficult to time that. If you are wrong, and striker times run correctly, goal.

No sure what you mean by stop playing but you will frequently see defenders step forward to leave an offensive player in an offside position.
 
How was Kramer allowed to keep playing?
