Its apparently a 'lift/drop load' button that would be in the cab of one of these trucks.

There's a commenter on reddit that talked about a guy's son hitting it while he was driving a dump truck (didn't turn out well).

Yeah. That looks like a commercial dumpster that you would see at a construction site and that somebody accidentally lifted it up like you would when loading or unloading the dumpster onto the truck.
