Is there a published standard as to what constitutes an emergency? To what extent should 911 triage such injuries and ailments?
Idk, but you don't need a published standard to tell you that a toothache doesn't require an ambulance ride to the ER. Nor does a sprained ankle or diarrhea. EMS is not a taxi service.

No. It does require a basic understanding of how other people who aren't like me think.
Whether or not something is an emergency is up to the person.
Going to the ER is an adaptation of people who don't have other ways of getting their medical needs met.
Your source conducted a census of Eastern NC ambulance users?Statistically, they do not. Granted I'm giving second hand info, but it's from a source that knows the direct statistics.
This is the problem. It would blow your mind at how much the ambulance ride alone costs. The amount billed to Medicaid for these services is absolutely crazy. My friend's family has gotten filthy rich almost 100% on the back of Medicaid/Medicare. They also own a home healthcare and medical supply company.
Are there still a large number of Eastern NC "democrats" who always vote republican and just haven't changed their party affiliation in a while? I seem to remember my dad saying he registered Democrat in the state back in the 60's because there was basically no republican party to speak of.
