Yes, the 4 Dayton teams who aren't 16-seeds have to be at-large teams, can't be automatic qualifiers. So, for instance, if Louisville had won the ACC tourney, they could be sent to Dayton as a 16-seed if they were truly one of the 4 worst teams, but otherwise they could not be sent there.
