How long is it expected to take the water to leave these coastal towns? Is it mosquito season?

I went to Aruba in Nov of '04 like a month after a hurricane and while Aruba didn't get the worst of it, the mosquitos that bred as a result were terrible. I came back with my legs swollen to about double the size after one night of mistakenly wearing shorts.
